Why does my eXtend Control Panel look different in Internet Explorer or other browsers when I change the CSS?

Each browser has its own particular way of rendering CSS, which can cause items to look different in one browser versus another.  This is a common problem that many designers and developers face, and the standard practice is to test your branding and styling on as many browsers as you can, including older versions of browsers, if possible.
